The Bell Mobility Wireless Network Engineering and Operations team is one of the fastest growing organizations within Bell Canada. Reporting to the Manager of Network Charging, the successful candidate will function in a team consisting of highly skilled engineers and advisors who are responsible for the planning, execution and implementation of the network charging infrastructure.
Job Duties/Accountabilities:
* Defining requirements and specifications with Wireless Technology, Marketing groups as well as other internal groups such as Service Development, Operations and Strategy teams.
* Design, development and testing of Network charging solutions and features prior to implementation in production
* Work with Vendors to develop new or enhance existing features
* Developing charging requirements and specifications from marketing and business requirements
* Performing technical feasibility and risk analysis, and recommending viable solutions
* Developing test plans and test cases that trace to the technical requirements
* Implementing selected solution in a lab environment that emulate the production system
* Performing tests on solutions implemented in the lab environment according documented test plans and test cases
* Work with IS/IT, Amdocs, CGI to implement Billing and Provisioning requirements
* Work with other Wireless Technology and Operations teams as required to help drive development and testing of features
* Developing engineering Method of Procedures (MOP) that details the deployment and verification procedures to be performed on the production environment
* Supporting the Operations team on deployment and verification activities perform on the production system
* Assisting Operations team with Instance Management and Problem Management activities
Required competencies/essential skills:
* Working knowledge of application/system development that utilize frameworks and protocol such as SOAP/XML, SS7, CAMEL, SIGTRAN, CORBA, and TCP/IP
* Working knowledge of relational database design and experienced at retrieval and management of data in a relational database management systems (RDBMS) using Structured Query Language
* Unix/Solaris utility programs, shell scripting, and inter-process communications
* Knowledge of wireless technologies and cellular infrastructure
* Experience with Ethernet protocol analyzer such as Wireshark.
* Knowledge of IP connectivity
* Knowledge of 3G/4G networks – in particular how data flows
* Knowledge of SOAP/XML
* Familiar with high-availability real-time IT system design and testing
* Knowledge of ITIL and formal project management methodology
* Must be a team-player with abilities to learn and apply new skills and technologies fast
* Excellent interpersonal, oral and written communications skills
* Strong leadership skills. Willingness to show initiative and lead.
* Self motivated Individual, quick learner and ability to prioritize and manage time effectively
* Capacity to transform vision into action
* Enthusiastic & energetic in meeting/exceeding objectives and goals
* Readily accepts accountability
* Bilingualism would be an asset
Preferred Qualifications/Competencies:
* Bachelor’s degree in Computer Science, IT, or equivalent demonstrated IT work experience
* 3 to 5 years of directly related experience in project delivery
* Proven excellent record in process improvement
* Candidates must have demonstrated management experience
* Knowledge of operating systems and components, wide area network topologies and software, data processing, programming, systems design, database technologies, problem analysis and hardware
* Project Management experience and good understanding of Six Sigma Methodology
* Good technical knowledge of networking and IT infrastructure with ability to deal with multiple concurrent projects required.
