Name and Description of the Hiring Department:
The Network Planning (NP) team (formerly NDI) is a critical component of the Wireline Technology, Planning and Engineering department of Bell. We influence the development of Corporate strategies, standards and processes that facilitate introduction of new technologies and architectures into the existing network. We provide Directives and Guidelines, supported by financials, technical specifications, target volumes and timelines. Individuals within Network Planning often find themselves in high profile situations with the Executive and leading teams into new areas of endeavour. Network Planning is at the forefront of technology deployment for Fibre-to-the-Premises (eg. Fiber-to-the-Home, Fiber-to-the-MDU), DSL (Fiber-to-the-Node, FTTN), IPTV, Optical Ethernet / NGCE, data services (eg. IP-VPN) and VoIP.
We are currently seeking a candidate to fill the position of Consultant, Access Network Planning (CP2) with an individual that would enjoy the challenges of new technologies and team leadership. The Planning Consultant guides Network Management and Marketing teams, provides technology direction and leadership to Network Provisioning, in alignment with Corporate revenue and financial objectives as well as Strategic Pillars.
Job Duties / Accountabilities:
The challenges that the successful candidate will experience as an Access Network Planner are wide in scope with linkages to many parts of the Corporation. Generally, this function entails work with Technology Development (TD), Bell Residential Services (BRS), Bell Business Markets (BBM), Ntwk Provisioning and outcome is documented in either study reports or directives. Specifically, the new team member will:
- Provide network planning expertise (network architecture, deployment scenarios, cost impacts) and support to Sales channels, Marketing groups, and Regulatory Matters. This ranges from leading cost assessments for large, coast-to-coast customer deals to consulting on Network issues for responses to the CRTC.
- Contribute to the planning of growth programs for Fiber-to-the-Node (FTTN) and Fiber-to-the-Home (FTTH).
- Act as planning authority for new network technology/architecture introduction such as G.fast. This includes the issuance of Directives and Guidelines to Network Provisioning, taking into account financial parameters, network architecture, deployment scenarios, cost impacts and technical specifications.
- Lead planning activities associated with corporate programs for the Access, such as Fiber-to-the-MDU (FTTM). This entails technology selection, cost assessments and work with BRS and BBM groups.
- In conjunction with TD and other groups, participate / influence the development of strategies, standards and processes that facilitate introduction of new technologies/architectures such as FTTB, FTTS and FTTH (Brownfield and Greenfield).This role also entails studies associated with the evolution of the network, services and the customer base (eg. legacy DSL to newer technologies)
- Ensure that appropriate network provisioning tactics are defined to optimize current building & network investments, to deliver on changing Corporate capital investment priorities, through timely Directives and Guidelines.
- Challenge the status quo through the assessment of existing Operations processes and drive change that will provide productivity improvements and capital savings. Identify technology/provisioning improvement opportunities and recommendations.
Essential Skills / Competencies:
- Demonstrated leadership and teamwork skills.
- Strong analytical skills – opportunities tend to be multi-disciplinary, requiring assessment of large volumes of data within limited timelines.
- Ability to handle pressure/deadlines well, prioritizing and planning, multi-tasking is mandatory.
- Autonomous and disciplined self-starter who can work in a demanding and rapidly changing environment.
- Strong communications skills – leading virtual teams; representing the Network organization with internal and external parties, chairing conference calls and meetings. Strong communication skills in both French and English are an asset.
- Competency in MS Office software suite, and the desire to extend competency to higher levels. Ability to create presentation material to GM and Executive levels.
- A competitive, profit and market-driven orientation. The ability to perceive larger project and corporate goals, separately from the details of implementation issues.
- Experience or knowledge associated with the Access Network and its various technologies.
- Strong technical background especially on access networks.
Preferred Skills / Competencies:
- Experience in a Network Management or Implementation organization.
- Outside Plant knowledge.
- A minimum of 2 years in a managerial role.
- Recent experience or general training with Broadband / IP, DSL, FTTH.
- Knowledge of Business or Technical applications is beneficial: SAP, IPAIRS, NetworkX, NRMS, TARS, IPACT, etc.
- Bachelor’s degree in Engineering.
Bilingualism is an asset (English & French)
