The Information Technology team develops and maintains Bell’s internal systems and applications while also developing integrated technology solutions for customers across all lines of business.

The team manages Bell’s IT Infrastructure and the service availability of over 700 applications, including mission critical billing and service systems. The IT delivery teams drive the IT Work Program with over 60% of IT capital invested in initiatives that support business unit priorities and Bell’s strategic imperatives.

 

The Role:

The Testing Centre of Excellence of Bell Information Technology is seeking a strong  leader who has IT delivery experience,  is people oriented, is results driven, has a high technical aptitude and is a strong communicator to fulfill the position of Director -  IT Program Management, Testing Centre of Excellence.

 The Director leads Bell’s established global testing practice with a matrix team of 300+ program and test professionals who have responsibility for delivery and management oversight of large, complex test projects for Bell business and consumer markets and corporate teams.  This is a mature onshore and offshore fully managed testing operation.  The TCOE consistently sets high standards of delivery excellence and financial performance.

 

Key responsibilities:

This role would include, but is not limited to, the following activities:

  • Program Management - overall accountability for test activities from assessments through planning and execution to project completion for 200+ applications across all markets. Ensuring that delivery, quality standards and financial indicators are met and TCOE brand standards are maintained.
  • Resource Management – oversees resource capacity planning, specialized resource requests, on\offshore  resource mix, and succession planning for key partner resources.
  • Performance Metrics Management – responsible for the development and reporting of annual key performance indicators, monthly and quarterly executive reports, corrective action plans.
  • Change Management -  evolution of the TCOE mandate and operating model to ensure current and future program benefit commitments associated with virtualization technology (TSV) are fully implemented.
  • Vendor Management – responsible for the Bell relationship with the testing supplier including overall SLAs, contract renewals and terms, business development funnel, joint productivity and process improvements.
  • Financial Management – accountable for financial accuracy and approval of monthly supplier invoicing, securing cross organizational funding for TCOE spending unit, audits, and cost centre plan.
  • Infrastructure Management – accountable for TCOE Infrastructure and tools, including service performance, support processes, hardware and software lifecycle actions and funding.
  • Responsibility and ownership for TCOE strategic initiatives as well as funded projects.
  • Business Partner Relationship Management.  -  develops and nurtures relationships with multiple business and IT partners and executives including, Procurement, Legal, Finance to ensure TCOE program success.

 

Critical Competencies:

  • Computer Science or Business Administration degree/equivalent work experience
  • 15+ years experience in the telecommunications industry
  • Proven IT experience with excellent communication skills and the ability to understand and articulate to all levels of management representing both technical and business perspectives.
  • Experience with system and software quality assurance best practices and methodologies
  • Experience with IT analytics, scorecards, data modelling and reporting
  • Proven experience in implementing IT change management programs
  • Proven ability to lead a global matrix team applying people management practices to motivate and foster professional development.
  • Strong project management competencies, delivery risk management, financial acumen, contract negotiations, global sourcing.
  • Well developed PC skills (Word, Outlook, Excel, PowerPoint, eSpace).
  • Strong negotiation, facilitation and persuasion skills enabling internal and external members to come together to solve a business problem or improve operational excellence
  • Strong analytical thinker with ability to associate technical tasks as well as relate to pertinent business processes
  • Verbal and written communication skills in both official languages is an asset
  • Responsible for the management of approximately 15 resources located in Mississauga and Ottawa.
  • Matrix responsibility for a 270+ offshore team, supporting resource continuity and diversity objectives.
  • Mentor, coach and support staff in their personal and professional development e.g. objective setting, performance appraisals, training plans, talent management, organization changes, salary reviews, etc.
  • Provide vision, leadership, structure and communications to the team though normal operational activities.
  • Promotes effective communications and working relations for the matrixed team with other partners and providers.  Champion cultural diversity.
  • Ensures the development of team members to maintain resource continuity and reduce operational risk
  • Ensures timely and effective communications with internal/external customers, internal resources, partners and outside agencies
  • Proven communication, negotiation, facilitation and persuasion skills enabling internal and external members to come together to solve a business problem or improve operational excellence

 

Working Conditions:

  • Ability to travel offshore to oversee local operations.
  • Occasional travel to regional offices, conferences, employee sessions, seminars, training, etc
  • Willing to work as the job requires; non-business hour and weekend work as it relates to project and problem resolution.

 

Bilingualism is an asset (English and French)
