The Senior Specialist – Strategic Asset Planning reports to the Director – Strategic Asset Planning and is responsible for strategic RE asset planning for the Bell Canada and BCE group of companies RE portfolio.
Role purpose
As part of a team, participate in the planning of organization-wide real estate (“RE”) needs, and ensure cost effective delivery of assets to meet those needs. Arrange for the purchase or construction, renovation or decommissioning of facilities and/or negotiate leases, renewals or termination agreements of facilities in order to optimize return on assets and effectively control RE costs. Create and implement strategic plans with reference to site locations, business requirements and availability. Maintain standards for the protection, security, maintenance and aesthetic quality of company properties. Recommend appropriate solutions for the disposal or reuse of properties.
Major responsibilities
- Manage Bell's and BCE’s RE portfolio, owned and leased. Interact with third party landlords.
- Approve and ensure Authorization of all RE documentation is completed in accordance to policy (interaction with clients, corporate groups, policy of authorizations, etc)
- Maintain historical and monitor current status of the portfolio & develop and monitor corporate budget for asset management and specific budgets for project implementation
- Initiate and develop portfolio optimization studies
- Assist client group studies to optimize their portfolio
- Ensure completion of financial cost benefit analysis for project approval
- Advise Bell Canada RE groups on planning strategies, scenarios and economic analysis
- Develop and monitor strategic budget
- Act as Bell RE contact with corporate service providers (telecom planning and operational groups, environmental group) and external providers (architects, engineers and other experts) for strategic planning of land, space and buildings
Primary and daily functions
- Conduct buy / sell / lease / redevelop studies
- Plan and document capital and expense budgets for corporate projects
- Analyze detailed input from other RE groups Finance, the RE Service provider, from other corporate service providers (telecom planning, development, finance, environment and operational groups) and external service providers
- Monitor business cases prepared by SNC-Lavalin (3rd party RE outsourcer) for corporate or business units approval
- Prepare Business Cases for strategic Bell Canada RE projects and have them approved by Bell corporate finance with the support of Bell RE finance for Senior Capital Investment Council approval
- Accountable for and assist SNC-Lavalin Realty Solutions and Project Management with client strategy, scope, approvals and communications. Provide direction to SNC-Lavalin Transactions group with leasing, acquisition and disposition implementation.
- Assist SNC-Lavalin & Bell Operations group with building lifecycle and maintenance program optimization
- Interact with Bell’s IT, Network Planning, Provisioning, Risk Management, Legal, Environmental and Comm. serv. groups for planning and project evaluations
- Interact with Bell / BCE related or associated companies on general portfolio management suggesting strategic plans, consolidation studies and cost reduction initiatives
- Interact with any necessary third parties according to RE matter
Knowledge and experience
- 5-8 years experience in portfolio or asset planning in a Corporate or Investment environment
- Degree in Urban Planning, Urban Geography, Architecture, Civil Engineering, Finance (and /or other RE related education and experience)
- Sound knowledge of the Canadian and US RE market
- Knowledge of economic and business case evaluations
- Experience in Project Management
- Proficient and current computer skills with specific expertise of MS Office
- Capable to manage and monitor diverse RE portfolio (approx. 6,000 locations and greater than 20M sq ft)

- Excellent financial and RE analytical skills
- Strong leadership skills with the ability to oversee, influence and stimulate change
- Ability to promote new ideas and concepts
- Excellent oral and written communication skills; has to prepare studies and perform presentations
- Ability to work both independently and in a team environment
- High tolerance of ambiguity as well as possessing diplomatic skills
- Bilingualism would be an asset
Number and nature of jobs supervised
The Senior Specialist has to support and supervise SNC-Lavalin outsourced groups and any outside professionals, providing guidance and coaching to help them accomplish Bell’s RE goals. S/he may also have to directly supervise Asset Manager(s) to help them accomplish their activities and functions.
