PURPOSE AND SCOPE ACCOUNTABILITIES
Under general guidance, responsible for the management of tools for the organization. Ensures timely and efficient distribution of tools, manages all needs for calibration and repair, manages inventory levels, ensures accuracy of data input and provides reports and analysis when required. Provide follow up to operations with respect to tool issues. Assist / develop strategies to achieve cost avoidance, improve established policies and processes and budget management.
Purchases materials, goods, equipment, supplies and services based on the specifications and production requirements of the organization. Prepares tenders, reviews vendor proposals and may award contracts. Identifies and investigates alternate sources of supply. Lead, manage, develop and recognize a small team
Skills in PowerPoint, Excel, SAP, and database programs will be required.
MAJOR ACCOUNTABILITIES
Duties and responsibilities may include but are not limited to:
Manages tool & purchasing requests
- Manage all requests for tools and consumables coming from Operations
- Oversees the delivery of material, tools & consumables to various areas to meet their schedules
- Manage all needs for calibration and repair, schedule dates with operations and supplier for calibration on site and off site
- Implements inventory control procedures and proper stock rotation techniques to properly receive, put away, pick, issue, and re-stock goods to and from the storerooms (wicket)
- Leads and facilitates the subcontractor through the tasks making sure everyone understands and performs the tasks
- Works with subcontractor to resolve any discrepancies
- Observes and evaluates subcontractor
- Works with Expertech H&S to ensures new tools are compliant
- Manage the realty function in conjunction with Bell Real Estate Services
- Create contracts for corporate services and material requirements, and manage lease agreements
- Manage adherence to ethical procurement standards and compliance with organizational quality standards for all purchased goods and services
- Assist the senior management with the coordination of financial, human, and other organizational resources to purchase goods and services
- Supervise the research of order requirements and specifications
- Coordinate/conduct the solicitation of bids and assess supplier capabilities and full terms
- Make recommendations for the negotiation of contracts and order placement
- Research and evaluate goods, products, services and alternative suppliers which the company may utilize
- Purchase materials, goods, equipment , supplies and services based on the specifications and production requirements of the organization
- Assess the requirement of the organization and to develop specifications for the items or services required
- Co-ordinate the tender process and review quotations with senior management
- Investigate favorable contract terms/conditions and recommend awarding of contracts
- Prepare requisition orders to buy replenishment stock, equipment and /or services and the arrange delivery
- Evaluate supplier performance and develop action plans for non-compliance
- Ensure appropriate termination of supplier agreements
- Maintenance of supplier database
Administration
- Monitors both manual procedures and SAP systems tools to track inventory status, location, usage rates, calibrations/repair dates, and other key data
- Prepares or ensures preparation of work schedules in such a way that work flow is regular and that excellent customer service is provided
- Ensures proper work scheduling for periodic and special inventory taking
- Keeps track of products to determine causes for discrepancies between inventory counts and stock control records, and recommends remedial action to resolve discrepancies
- Owns process to track tools moving between inventory, 3rd party repairs, and the field.
Inventory Analysis / Process and Procedures
- Analyzes inventory turns and recommends remedial action to dispose of slow-moving items, dead stock or surplus inventory as well as additions to existing items or product lines
- Reviews records for accuracy of information and compliance with established policies and procedures
- Prepares a variety of reports
- Work procedures to ensure quality standards and service are met
- Provides recommendations for policy and process improvements
Budget Control
- Assist in the management of budget control for all organizational needs related to tools and consumables, materials, goods, equipment, supplies and services based on the specifications and production requirements of the organization.
Assist in the development of long term goals, objectives and operating plans
- Automate manual process, establish measurements and implement change.
- Assists / develops improvement in processes and policies.
Coaching/Leadership
- Provide coaching, leadership, and training to a team of unionized employees.
- Coach on work execution and problem solving (conduct performance reviews)
- Establish training needs and improvement plans
- Provides Regular Health and Safety training
KEY DECISIONS / RECOMMENDATIONS / ACTIONS / PROBLEM SOLVING
Type of decisions taken without reference to Superior:
- Daily issues such as deliveries, inventory issues in the field, missing tools
- Rush order processing, redeployment of tools
- Reorganizing work areas to improve productivity
- Tool requested is not available in stock, the manager will need to verify with Purchasing Group

REQUIRED QUALIFICATIONS AND EXPERIENCE
Educational Level Required:
- College diploma or University Degree in a related field or equivalent and/or experience.
